Basic Investigation Training for Informants
WCU (Wildlife Crime Unit) carried out basic investigation training for informants during 4 days in Jakarta (15-18 August 2010). Aim of the training is hire new WCU and WRU staff by increasing skill of information collection and data management from selected voluntary informants. The training divided into 2 methods; classroom and practical. Classroom in hotel and restaurant room meeting, then practical placed in Gambir train station, Terminal IV Soekarno-Hatta airport, Imigration office in East Jakarta, Cipinang prison, and RSCM hospital. Participants came from Aceh, South Sumatra, Yogyakarta, Bogor, and surrounding Jakarta. This training also involved 3 WCU investigators as informant’s controller. Each investigator will responsible to maintain 4 informants (participants) during the training session.
First day, participant was introduced with how to divided information, data, fact, and assumption/opinion. During gather the information, informants should be avoid assumption (subjective opinion) and focus on information (objective opinion). A drama was showed trainer to increasing sense of detection. How to collect scattered information, how to filling information and how to link scattered information into one topic. Participants were introduced with target and covert activity. How to define the target (anyone or anything) and how to use cover story, cover job, and cover action to collect information.
Second day, trainer gave 4 missions to 4 groups (4 participants per group). Group 1, they will observed Hyatt Hotel lobby; Group 2, observed Gambir train station; Group 3, observed Muara Baru fish market; Group 4, observed Post Office. An investigator as controller controlled each goup. Investigator has responsibility to set up and control investigation activity in 4 sites above. Aims of those missions are mapping global activities on target (global observation) and participants will start to focus on detailed target (target observation). Participants showed confusion on evaluation because they are have no mission. This is a strategy from trainer to collect the problems in the field by themselves.
Third day is full day classroom. Based on practical evaluation, trainer introduced scaling technique. How to made perimeter to defining scope area of observation, to tracking organized crime, spiral technique to gather information from outer ring, and increasing sense of detection by identify disturbing factors. Trainer introduced 2 different reports; information report and operation report. Information report contains global information on target and perimeter. Operation report is like a chronology, detailed information based on step by step activity to reach a target.
Day 4, participants then divided into 4 groups with each investigator per group. Trainer then give 4 missions; Group1, find drugs trade indication in Cipinang Prison; Group 2, find pimp (illegal courier) indication in RSCM Hospital; Group 3, find pimp indication in Indonesian Labor Terminal in Soekarno-Hatta airport; Group 4, find pimp indication on immigration office (passport process). The result is great, all groups found crime indication in RSCM, Immigration office, Cipinang Prison, and Soekarno-Hatta airport. They used cover story, cover job, and cover action to make sure that their mission is not failed. In the end of training, each groups presented their result.
